Travelling Allowance & Daily Allowance

1 Overview

1.2 Travelling Allowance (Temporary or Permanent) and Dearness Allowance on tour is regulated by Travel Regulation 2014 (Click on link to view – https://cgda.nic.in/pdf/TravelEnglish.pdf), FR & SR, Part – II, GFR (Click on link to view – ), FR and Government of India’s order issued from time to time in this regard.
1.2 Travelling Allowance (TA) are and Daily Allowance (DA) are granted to Government Servant on the nature of his/her/their move. There are two kind of moves on public expenses – (a) Temporary move (When period of duty at outstation does not exceeds 180 days – TR Rule 56) & (b) Permanent move (When period of duty at outstation exceeds 180 days – TR Rule 56).
1.3 Entitlements: Consequent upon implementation of Central Civil Services (Revised Pay) Rules, 2016, Pay Level is taken into account to determine the TA/DA entitlements.

2.1 Travelling Allowance/entitlements for Temporary & Permanent moves as per Pay Level

2.3 Road Mileage Allowance: Rs. 24/KM by own Car/Taxi & Rs. 12 by Auto/own bike. – TR Rule 61 and rives as per 7th CPC. This road mileage is admissible for places not connected by Rail.

2.4 Air Tickets are required to be purchased from – (a) From window of the concern airlines (b) Official web site of the airlines (c) Utilizing the services of Balmer & Lorie Pvt. Ltd./Ashok Tour and Travels (d) IRCTC. Tickets purchases other than these categories shall not be reimbursed – [TR Rule 62, SR 48B].

3 Daily Allowance (DA) on tour temporary move

3.1 Daily Allowance: Entitlement of Daily allowance on temporary move is given below: [SR

Hotel: 4500/day, Food: 1000/day. Taxi: AC taxi charge for 50Km/day within city.

9 to 11

Hotel: 2250/day, Food: 900/day. Taxi: Non-AC taxi Rs. 338/day within city.

6 to 8

Hotel: 750/day, Food: 800/day. Taxi: Non-AC taxi Rs. 225/day within city.

5 and below

Hotel: 450/day, Food: 500/day. Taxi Rs. 113/day within city.

3.2 For upto Level 8, Self-certified claim is required to be produced for reimbursement of Hotel charge and Food Charge. For city class –’X’ only – Maximum Hotel accommodation reimbursement is allowed upto 1000 subject to production of actual Hotel receipt. For upto level 8, the ceiling of hotel charges will be further increased by 25% whenever Dearness Allowance increased by 50%.

3.3 The ceiling for local travel (Taxi/Auto) charge for level 11 and below will further rise by 25% whenever DA increases by 50%.

3.4 Dearness Allowance (DA) timing restrictions:

The absence from Head quarter is reckoned from Mid-Night to Mid-Night and will be calculated on daily basis.

4 Advance of TA & DA and Final Claim

4.1 Advance of Travelling Allowance (TA) & Daily Allowance as per entitlements incorporated in above paras is granted to a government servant whenever he/she moves on temporary duty/move well in advance. Final claim against the same is required to be submitted within 15 days from return to the headquarter. Failing which the entire advance amount paid will be recovered with Panel Interest (GPF rate + 2%) in one lump sum.

4.2 TA/DA claim is forfeited or deemed to have been relinquished if the claim is not submitted within 60 days from the date of completion of journey. This came in form w.e.f. 13/03/2018.

4.3 Documents required for TA/DA final bill claim: (i) Proceeding order -2 copies (ii) Completion order – 2 copies (iii) Detail of journey in journey detail form with date and time – 2 copies (iv) Undertaking/Self-claim receipt for claiming Hotel/Food charge – 2 copies (v) copy of order of amendment if any – 2 copies.

5 TA on Permanent Transfer/move

5.1 TA on permanent transfer/move is granted to a government employee well in advance as per his/her entitlements. TA on permanent transfer/move consists of – (a) 3 tickets for self (employee) (b) one tickets for family members (c) Transportation of household goods as per prescribed rates detailed in Para 5.4 (d) Transportation of Car/Bike as per prescribed rate (e) Composite Transfer Grant which is equal to 80% of basic pay (Not granted if no change of residence is involved even where the distance between the two stations are more than 20 KM. When change of residence is involved and the distance is less than 20Km it is 1/3 of 80%)- [SR-116].

5.2 TA on permanent transfer is granted if – (a) it is in public interest (b) Change of residence is involved (c) Distance between old and new stations is more than 20 KM.

5.3 Final claim is to be preferred within 60 days w.e.f. 13/03/2018 after completion of the journey.

5.4 Entitlements of transportation of house hold goods is given below:

Pay Level Rate for transportation by road.
12 and above @ Rs. 50/KM
6 to 11 @ Rs. 50/KM-6000Kg & Rs. 25/Km-3000Kg.
5 and below @ Rs. 15/KM.

The rates for personal effects will further increase by 25% each time when DA raises by 50%.

Entitlements of transportation of Car/Bike:

5.5 Documents required for final claim: (i) Order of transfer (ii) Order of joining (iii) journey particulars details (iv) Registration of Transporter with GST No. (v) Registration of Truck (vi) Insurance of Truck (vii) Fitness certificate of truck (viii) Permit of Truck (ix) Licence of Driver (x) Invoice (xi) Registration of Car/Bike – [Audit observation].

6 TA on Retirement

6.1 Retired employee and his/her family members may travel from the last headquarters to the declared Home town, or any other selected place of residence where he wishes to settle [SR 147].

6.2 No advance is granted for such expenses, only reimbursement is allowed as per Para 5 above subject to restriction of Composite Transfer Grant @ 1/3 of 80% if all other conditions which are incorporated in para 5 are fulfilled.

6.3 Time limit: Such claim is required to be claimed within 1 year of retirement [SR-147].

6.4 No TA for resignation or dismissal [SR-147].
